Demands from the Directive The Directive specifically mentions that tools and devices used for communicating electronically should be non-discriminatory, generally available, and interoperable. The Directive makes the use of e-Procurement progressively mandatory, as follows: by April 2016, electronic notification and electronic access to tender documents will become mandatory; by April 2017, electronic submission of tenders (e-Submission) will become mandatory for Central purchasing bodies (public buyers buying on behalf of other public buyers); and by October 2018, e-Submission will become mandatory for all contracting authorities
New demands from eCertis At the same time, contracting authorities will have to turn primarily to e- Certis to ask for certificates and other documents: e-Certis will become a sort of clearing house for these documents. Member States will have to keep e-Certis up-to-date from 2016. In the future, as soon as Member States implement the new Public Procurement Directives, the European Single Procurement Document (ESPD) will be the standard document to ask economic operators information for the exclusion and selection criteria. Together with national registers and national prequalification services e-Certis and ESPD will support the once only principle.

New demands for EU COMMISSION and ISA2 which is meant for the modernisation of the EU public sector, establishes a programme on interoperability solutions for European public administrations. This new programme focuses on business Citizens public administrations and it has the goal of increasing collaboration and synergies with relevant EC initiatives.
