6 6 Hvad betyder demokrati? Demokrati: græsk af demos (folk) + kraten (styre) Folkestyre eller folkeligt selvstyre. Ordet demokrati blev første gang anvendt af grækerne i slutn. af 500-tallet f.kr. som betegnelse for en ny organisering af det politiske liv baseret på lighedsprincipper: alle borgeres ret til at tale i den styrende forsamling og ligheder i politiske rettigheder. Der skelnes mellem direkte deltagelse og repræsentativt demokrati, hvor borgerne vælger og derefter kontrollerer deres repræsentanter. I Danmark blev et repræsentativt demokrati gradvist indført fra Stænderforsamlingerne 1834 over Junigrundloven 1849. Systemskiftet 1901 og indførelsen af almindelig valgret for mænd og kvinder samt overgang til forholdstalsmåde 1915-20. Siden 1960’erne er der fremlagt mange forslag om deltagerdemokrati og nærdemokrati, hvor borgerne i højere grad inddrages i udformningen af de beslutninger, der udgør rammerne for deres tilværelse. Demokratiideer har universelt bredt sig fra det politiske til andre områder; der tales f.ex. om såvel socialt som økonomisk og industrielt demokrati. (Gyldendals leksikon)

Digitalt demokrati vs andre betegnelser for sammenhæng mellem brug af ICT og CMC til at styrke det politiske demokrati eller borgernes deltagelse i demokratisk kommunikation hhv direkte / deltagerdemokrati? ‘virtual democracy’ ‘teledemocracy’, ‘electronic democracy’ ‘cyberdemocracy’  forestillingen om en anden slags demokrati  direkte demokrati = vigtigste demokratiform  for generel, da traditionelle medier er elektroniske  vagt og løst. Alm. antagelse at Internettet er eneste relevante nye medie.

First the multiplication of channels and stand-alone media supports the pluriformity of political information and discussion. Every view and every organization or association can have its say. They can reach their own and every other interested audience. Secondly, interactive communication networks perfectly fit to a ‘horizontal’ network conception of politics, in contrast to current ‘vertical’ broadcasting networks om Participatory democracy (close to the pluralist model) The big difference is the shift in attention from organizations to citizens. The support of citizenship is the central aim in the model of participatory democracy

10 10 Brugeres/borgeres holdninger De fleste udtrykker imidlertid en ”både-og”-holdning, som Anja på 22 år: Ja, så kunne jeg godt tænke mig det, men kun hvis det var sikkert og man var sikker på at det kom frem. Men ellers så syntes jeg at det egentlig er en lidt sjov tradition at man står dernede og venter og skriver på et papir og sådan noget, det er hyggeligt på en måde. 21årige Torben taler om stemninger og lægger frygten for traditionsbrud over på andre. Samtidig er han et typisk eksempel på ”både-og”-holdningen: men hvis jeg skulle se på det nu, og de kunne introducere det i morgen, så ville jeg syntes det var meget synd, fordi det var en meget speciel stemning i løbet af sådan en dag på valgdagen og sådan nogen, der kommer jo alle de her gamle traditioner frem i folk uuuha! ”Det her det kan man ikke li´”! Men jo - selvfølgelig! Hvis man var i en situation, hvor man ikke kunne komme til valgstedet, så ville det være en helt klar fordel, at der var et alternativ.

13 Medier og kommunikation F08 / lektion 10 / 080408 /13 Theory of Surveillance: The PANOPTICON • The PANOPTICON was proposed as a model prison by Jeremy Bentham (1748-1832), a Utilitarian philosopher and theorist of British legal reform.Jeremy Bentham • The Panopticon ("all-seeing") functioned as a round-the-clock surveillance machine. Its design ensured that no prisoner could ever see the 'inspector' who conducted surveillance from the privileged central location within the radial configuration. The prisoner could never know when he was being surveilled -- mental uncertainty that in itself would prove to be a crucial instrument of discipline. • French philosopher Michel Foucault described the implications of 'Panopticism' in his 1975 work Discipline & Punish: The Birth of the Prison --

14 Medier og kommunikation F08 / lektion 10 / 080408 /14 overvågning Ni ud af 10 af de adspurgte er negative over for tv-overvågning, så snart denne nærmer sig den private sfære, mens 97 % for eksempel mener, at tv-overvågning af banker og butikker er i orden[1]. Da mobiltelefonen er det ultimativt private medie, er det således lidt overraskende, at der ikke er større opmærksomhed på såvel de negative risikofaktorer som på de positive potentialer for tillid. Men måske er det netop telefonens private karakter – brugeren har oplevelsen af at være i kontrol - samt det faktum, at den både er allestedsnærværende og selvfølgelig og samtidig lille og ikke- opsigtsvækkende (i sig selv), der gør diskussionen om tillid og risiko uvæsentlig for de fleste brugere.[1] [1] Langt de fleste af disse mener at overvågning er en sikkerhed, og at overvågning kan forhindre kriminalitet. http://crimprev.dk/sw2436.asp

One way to challenge and acquiescence to it is to resituate these technologies of control on individuals, offering panoptic technologies to help them observe those in authority. We call this inverse panopticon “sousveillance” from the French word for”sous” (below) and “veiller” to watch. 21 Mediernes sociale betydning Thompson, s.4: “ A central argument of this book is that we can understand the social impact of the development of new networks of communication and information flow only if we put aside the intuitively plausible idea that communication media serve to transmit information and symbolic content to individuals whose relations to others remain fundamentally unchanged. We must see, instead, that the use of communication media involves the creation of new forms of action and interaction in the social world, new kinds of social relationships and new ways of relating to others and to oneself. When individuals use communication media, they enter into forms of interaction which differ in certain aspects from the type of face-to-face interaction which characterizes most encounters of daily life. They are able to act for others who are physically absent, or act in response to others who are situated in distant locales.
