2 Most politicians’ views on ALMP and inclusive measures
Broad political consensus on the principles for inclusive active measures with focus on job: First ordinary employment; if not possible: help to search job, then coaching/advice/training, temporary subsidized employment, training/education, permanent subsidized employment, social activity. Economically prioritized area: No discussion on the necessity for expenditures But ongoing debate on how to get value for money Several experiments in search for better schemes and active measures This consensus has on goals og means has existed since the mid 1990’erne. Man kan tilføje, at der også er enighed om den gradvise indsats, med stadigt fokus på hvad den ledige kan eller kan komme til at kunne: Først skal det ledige selv prøve af finde arbejde igen, uden indblanding – og det sker (takket være det fleksible arbejdsmarkedet) i langt de fleste tilfælde. Generelt meget hurtig afgang – studier viser at den faldende afgangssandsynlighed primært skyldes en sammensætningseffekt og ikke aftagende humankapital. Hvis stadig ledig: råd og vejledning. 4 The organization of the Danish ALMP
Local governments (98 municipalities): Pays all cash benefits (except IUB) Executing local active labor market policy Mean tested minimum income: social welfare benefit Active measures linked to receiving benefits The State: Legislation and minimum requirements Collection/display of data and knowledge sharing Monitoring and benchmarking Execution = Responsible for execution of ALMP for all who need it Præsentationstitel

5 The states reimbursement of the municipalities expenditures
- management via incentives and link between activ measures and benefit Active measures: Different reimbursement percent (examples): Wage subsidies, Jobrotation, Mentor-scheme: 50 percent Education: percent Advice and guidance: 0 percent Benefits: From 80 to 20 percent. Strict connection between duration on (any) benefit and the level of reimbursement. Ideen med varighedsafhængige refusionsprocenter blev oprindeligt foreslået af Arbejdsmarkedskommmissionen (labour commission) i 2009. AMK bestod af I alt 9 forskere og praktikere på området. Strict connection between duration on (any) benefit and the level of reimbursement. Reimbursement depends on the duration of continuous receive of benefits: We know – from previous changes in reimbursement for different schemes – that municipalities react strongly to economic incentives. 7 Recent discussions ALMP reform (decided august 2018):
Less and more simple requirements on procedures in Jobcenters Same, few and simple rule requirements in active measure More freedom for the caseworker to design tailor made offers Focus on results by benchmarking each local government Hovedoverskriften: Mere frihed til kommunerne Hænger tæt sammen med refusionsomlægningen. En stram økonomistyring mindsker behovet for samtidig regelstyring (og vil også være unfair – hvis staten dikterede reglerne minutiøst, men kommunerne skulle bære det økonomiske ansvar, hvis de statslige regler er ineffektive.
